Project Manager

L2 Defense is seeking a Project Manager to be the primary technical and managerial interface with the Contract Office Representative (COR). The selected candidate will be required to provide overall site management “on-site” in the San Antonio, TX area and must be able to work under limited supervision. The project manager will report to the Military Services Division Program manager.  The Project Manager is responsible for enforcing work standards, coordinating contractor schedules, reviewing work, and communicating policies and procedures. Provide support to the Civil Support Training Activity (CSTA), United States (US) Army North (ARNORTH) by assisting in the design, planning, preparation and execution of CBRN training events. Training events include Collective Training Exercise (CTE), Field Training Exercise (FTX), Command Post Exercise (CPX), Table Top Exercise (TTX), Search & Rescue (S&R) venue support, and training and evaluation of the Technical Support Forces (TSF) units assigned to conduct Mass Casualty Decontamination (MCD), Reconnaissance and Surveillance (R&S), Medical (MED), Command and Control (C2), Communications (COMO) and Urban Search & Rescue (US&R) operations under the scrutiny of ARNORTH. This CBRN training requires significant continuous coordination and planning to ensure that Soldiers receive the best possible Individual and collective training.  The project manager also coordinates the Team’s support to CSTA for the evaluation and validation of individual units, Battalions and Task Force size elements.

Major Duties and Responsibilities
In coordination with the Military Service Division Program Manager, the Project Manager will undertake the following:
  • Ability to oversee the management Team for a group of 20+ Full Time Subject Matter Experts (SMEs) during multiple simultaneous training / exercises events at multiple CONUS locations.  
  • Serve as the main Point of Contact (POC) for L2 Defense and the Contracting Office Representative (COR).
  • Maintain current knowledge of existing and emerging doctrine from the Department of Defense (DOD), Department of Homeland Security (DHS), Environmental Protection Agency (EPA), and other applicable Federal and State agencies.
  • Review and recommend changes to US Military doctrinal publications, to include Training and Evaluation Outline (T&EO) updates and revisions.
  • Microsoft Office skills (including PowerPoint, Word, and Excel).
  • 10+ years of COMBINED program / project management and leadership experience or equivalent years serving in leadership positions with a military or first responder organization with a WMD, Chem Bio Defense, or Emergency Response responsibility.
  • Organize, direct, and manage contract operation support functions involving multiple, complex, and interrelated site tasks.
  • Communicate at senior levels, GS-12 and above, within the semi-military customer organization.
  • Meet with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plans.
  • Excellent oral and written communication skills and extensive customer relation experience.
  • Participate and communicate effectively with senior military leadership, especially during exercise planning, exercises and briefings.
  • Other duties as required.

Work Environment

As part of this position the Project Manager will spend a significant amount of time performing field work. The Project Manager is regularly exposed to outside weather conditions. The Project Manager is frequently exposed to extreme cold/heat, rain, walking over uneven terrain, work near moving mechanical parts, and working in highly precarious places. The Project Manager may occasionally be exposed to fumes or airborne particles and vibration.

Physical Demands

This position involves considerable physical demand. While performing the duties of this position, the Project Manager is regularly required to lift and/move up to 75lbs, stand (8 – 10 hours at a time during training sessions), walk (8 – 10 hours at a time during training sessions), reach with hands and arms, sit, use hands, climb or balance (various terrain conditions), stoop, kneel, crouch or crawl. The Project Manager must frequently utilize ability to withstand loud noises.

Requirements:
  • Knowledge and Skills
    • Knowledgeable of US Army doctrine for Chemical, Biological, Radiological, and Nuclear (CBRN) operations.
    • Knowledgeable of requirements in 29 Code of Federal Regulations 1910.120 and applicable National Fire Protection Association Standards for Hazardous Materials Incident response and mitigation.
    • Knowledgeable of a wide range of military and Commercial Off-the Shelf (COTS) CBRN detection and monitoring equipment.
    • Knowledgeable of a wide range of military and Commercial Off-the Shelf (COTS) USAR equipment.
  • Minimum Qualifications
    • Bachelor’s degree or an equivalent combination of education, technical training and experience.
    • 15+ years US Military, emergency management, or first responder experience, showing progressive positions of authority.
    • 3-5 years of experience in Defense Support of Civil Authority (DSCA) operations and training or other relevant experience.
    • Active DoD Secret Security Clearance or ability to obtain Clearance (required).
    • Operational experience in both HAZMAT and US&R operations (preferred).
    • Current IFSAC/Pro Board Hazardous Materials Technician Certification (preferred).
    • Current IFSAC/Pro Board Confined Space Technician Certification (preferred).
    • Current IFSAC/Pro Board Structural Collapse Technician Certification (preferred).
    • Current IFSAC/Pro Board Vehicle/Machinery Rescue (VMR) Technician Certification (preferred).
    • Current IFSAC/Pro Board Trench Rescue Technician Certification (preferred).
    • Current IFSAC/Pro Board Rope Rescue Technician Certification (preferred).
    • US Army training experience at Platoon, Company, Battalion levels (preferred).

Salary and Benefits
  • Annual salary $80,000 - $90,000; based on years of experience, obtained certifications, and demonstrated skill.

Office Location and Schedule:
  • Located on Fort Sam Houston, in San Antonio Texas.
  • This is a full-time position.
  • Up to 50% travel is required to accomplish mission objectives and other tasks deemed necessary.
